邮件写了编委会拒搞，副主编给了论文实验方面的意见，没有审稿人意见是什么情况啊是直接没有送审吗？
登陆scholarone manuscripts，论文状态写的是reject，这种情况是不是也不可以重投啊？只能换期刊投了吗？
